Maria Gavouneli

Maria Gavouneli is the Director General of the Hellenic Foundation for European & Foreign Policy (ELIAMEP), a Professor of International Law at the Faculty of Law, National & Kapodistrian University of Athens, and Director of the Athens Public International Law Center (Athens PIL). She holds an LL.M. and Ph.D. from the University of Cambridge (Guggenheim Prize). In 2018–2019, she was a Fulbright Scholar at the University of California, Berkeley.
As an expert in the law of the sea, energy law, environmental protection, and migration, she served as Senior Policy Advisor at ELIAMEP (2020–2023). She is the author of four monographs, including Pollution from Offshore Installations (1995 – Prix Paul Guggenheim), and Editor-in-Chief of the Yearbook of International Environmental Law (OUP).
Gavouneli is also the President of the Greek National Commission for Human Rights, a board member of the Greek National Transparency Authority, and Vice-Chair of the Hellenic Society of International Law & International Relations. She collaborates with various international organizations, including the OECD and GRECO. Additionally, she serves as an ICC arbitrator and advisor in energy and environmental matters.
