Andryi Smorodin

Three Seas Initiative – Ukraine

He is a public figure and scholar working on the integration of Ukraine with Central and Eastern Europe. He is one of the key developers of the creation of the inter-factional parliamentary group in the Verkhovna Rada of Ukraine, focused on advancing the Three Seas Initiative. His work is centered on the development of specific projects, scientific-industrial cooperation, and technological progress aimed at strengthening security.

Andriy led the Ukrainian scientific, expert, and business delegation at the Three Seas Initiative business forums in Riga (2022), Bucharest (2023), and Vilnius (2024), as well as speaking at the Congress of Local Governments of the Three Seas in Lublin (2023–2025). He has been a member of the Ukrainian-Latvian and Ukrainian-Lithuanian intergovernmental commissions on economic, industrial, and scientific-technical cooperation.

Previously, as Project Leader at JSC “Ukrainian Railways”, he developed an innovative model for the modernization of the company. He is the author of more than 35 scientific works, including monographs and patents, and actively participates in other significant projects in this field.

Andriy graduated with honors from the Eastern Ukrainian National University and continued his studies at universities in Germany and Poland. He has been awarded the “PATRIOT OF UKRAINE” Order and other honors for his contribution to innovation and development.
